Pontiac Towne Center in Elgin, SC: New Stores and Road Plans

October 8, 2026

In January 2026, the corner of Two Notch Road and Spears Creek Church Road had a new Food Lion and a lot of empty storefronts. By August it also had a hardware store with a garden center, a Japanese grill and a breakfast restaurant that opens at 6 a.m. Across the street, a fish-and-wings kitchen stays open until midnight. Traffic on Spears Creek Church Road grew too, and faster than any of those buildings. The county's plan to widen that road is still being drawn.

Eight Months at 10508 Two Notch Road

Pontiac Towne Center sits at 10508 Two Notch Road. The State describes it as being in Elgin, near northeast Columbia. Here is how the corner filled in, in order:

When What opened Where
Jan. 21, 2026 Food Lion, the anchor store 10508 Two Notch Road
By June 10, 2026 Carolina Fish & Wings 565 Spears Creek Church Road, Unit F
June 13, 2026 Bowers Ace Hardware grand opening 118 Spears Creek Church Road
By July 13, 2026 Tokyo Grill 10508 Two Notch Road
Aug. 10, 2026 Eggs Up Grill 10508 Two Notch Road

Bowers Ace isn't a small shop. Its 12,000-square-foot store comes with a 4,000-square-foot garden center, according to The State's coverage of the June grand opening. When The State covered the Cold Stone announcement in July, it listed Bowers Ace among the shopping center's recent arrivals. That puts lumber, potting soil and groceries in the same development.

Eggs Up Grill gives a sense of what changed. Before August, the Post and Courier reported, the closest Eggs Up to this shopping center was about six miles away at 961 Roberts Branch Parkway. A six-mile drive for an omelet became a stop in the Food Lion parking lot.

Food From 6 a.m. to Midnight

With the restaurants open, this corner now serves food almost all day.

  • Eggs Up Grill ran 6 a.m. to 2 p.m. on opening day. The menu includes shrimp and grits, biscuits and gravy, and crème brûlée French toast.
  • Carolina Fish & Wings is open daily from 10:30 a.m. to midnight, for dine-in and takeout.
  • Tokyo Grill is open 11 a.m. to 9:30 p.m. Monday through Thursday, 11 a.m. to 10 p.m. Friday and Saturday, and 11:30 a.m. to 9 p.m. Sunday, according to its website as quoted by The State. The menu runs from hibachi chicken and teriyaki to sushi rolls and gyoza.

Tokyo Grill already had more than a dozen locations across the Midlands. The Elgin store gives this side of the county one of its own. Carolina Fish & Wings sits on Spears Creek Church Road rather than in the Pontiac Towne Center lot, but it is open the latest. After 10 p.m., it's the place on this corner still serving food.

Signs Are Up, Doors Aren't Open Yet

Three more food spots have been announced, but none has a public opening date as of the latest reporting.

  1. Cold Stone Creamery and Planet Smoothie will share one storefront. Signs were on the building by late July, and The State reported that no opening date had been announced.
  2. Subway had signs up at Pontiac Towne Center by late June, also with no opening date.
  3. Nixtamal Mexican Kitchen is listed by the Post and Courier as planned for the center, with no timeline.

The Post and Courier also mentioned a beauty supply store and, at the time of its report, three storefronts still available for lease. So the center isn't finished filling in. Once these places open, you'll be able to get dessert and a smoothie without leaving the Food Lion parking lot.

Traffic Got There First

The State's coverage cites South Carolina Department of Transportation counts. They show the change in this corner more clearly than any opening date does.

More than 24,000 cars per day traverse that section of Two Notch Road (up from 22,000 per day in 2024), with more than 15,800 cars per day (up from 10,000 per day in 2024) traveling down Spears Creek Church Road nearby.

The State, July 2026

Two Notch grew about 9% over that stretch. Spears Creek Church Road grew more than 50%, from about 10,000 cars a day in 2024 to more than 15,800 by mid-2026. Two Notch is a busy US highway that got a bit busier. Spears Creek Church Road went from a secondary road to a main route in about two years. That's also the street Bowers Ace and Carolina Fish & Wings use for their addresses.

The County's Plan Is Still on Paper

Richland County's Transportation Penny program has a project for this road. It's called the Spears Creek Church Road widening, and according to the county's project page it covers about 2.3 miles. It starts just north of the Two Notch Road intersection and ends just before the westbound I-20 ramps. From Two Notch to Earth Road the road would have three lanes. From Earth Road to I-20 it would have five. Five-foot sidewalks would run along both sides the whole way.

Two details matter if you drive this road every day. The project starts north of the intersection, so the county page doesn't describe changes to the Two Notch and Spears Creek Church intersection itself. And the project hasn't reached construction yet. Here is the county's current status update:

  • Sept. 28, 2026. Revised final construction plans were sent to SCDOT.
  • November 2026. The county expects to finish design revisions that add the sidewalks and the drainage changes that come with them.
  • January 2027. The county expects the final utility report, after work on utility relocation plans.

The county also reports that it is still acquiring right-of-way across 52 tracts, and the project page doesn't list a construction start date. Older timelines that put construction between 2024 and 2027 are out of date. Planning around this road means planning for the current two lanes for a while yet.

The timing is the point. In about eight months, Pontiac Towne Center added a hardware store, two restaurants, an ice cream shop on the way and more storefronts. Over the same period, the road leading to it went through design revisions and land acquisition. The businesses can open as soon as their buildings are ready. The road has to go through engineering, utility relocation, land purchases and state review.

Main Street Still Has December

The new corner handles everyday errands. Elgin's biggest public event of the year still happens on the old side of town. The Kershaw County Chamber lists the Elgin Catfish Stomp Parade for Saturday, Dec. 5, 2026, at 10 a.m., and calls it Elgin's annual pre-Christmas festival. According to the Town of Elgin, the parade runs down Main Street and the festival is held at Potter Community Park.

The town also says its Christmas tree lighting happens the Thursday before the Catfish Stomp. The 2026 date hasn't been posted yet, so check the Town of Elgin closer to the holidays. If you also want a second parade, the Kershaw County Christmas Parade is in Camden the following Saturday, Dec. 12, at 10 a.m.

Saturday, Dec. 5 brings both sides of town together. The parade starts on Main Street at 10 a.m. Eggs Up Grill out on Two Notch has been serving breakfast since 6 if you want to eat first.
